There are special tools for removing stuck filters called filter wrenches:

I sent my 135L in to canon for warranty claim for a squeaky ultrasonic motor last month with a stuck filter on it.

The filter was returned with the lens, removed and unbroken.

However it does have two slits cut into it, presumably from a hacksaw.

To be honest, I was simply pleased to get it back in one piece.. Considering how hard I tried to remove it myself.

And the fact that they had to remove it to fix my lens and everything was shipped back in perfect working order for free was great.

Yes but in the extreme cases as in the video where the lens was "smashed" using the wrench too much force can be applied which can in turn damage the lens.

The wrenches work better then the mouse pad for normal seizing because of dirt or different metal temperature expansion and corrosion issues.

That is scary. I wouldn't want to have a chance dealing with this method.

I just took my 10-22mm in because of a stuck filter. Canon did it within 5 minutes and for free! It didn't look like they cut it off.

It seems like we can detach it using hacksaw and a hammer.
"Well, you're not wrong."
