forgive my lack of familiarity - but should I be considering the 'new' core i5 chips that I am starting to see - I only ask as most of the reviews relate to gaming applications - I am not sure if photo editing (or video) would benefit (as much) from the newer processor technologies over the older Core2 Quads that were recommended.

There's always a price point that gives the best value for a given performance. Obviously the fastest is the i7. If someone wants the "fastest" computer money can buy they can buy all the newest, fastest components. However, I would choose a %15 performance hit in order to spend less then half the amount of money and upgrade to i7 in a 12-18 months. If you buy a full ATX case and 750 \watt power supply you can build an E8400 for less then $900 now and then swap out your motherboard, cpu and ram for the i7 for $400-600 in a year. If you don't mind the pain of a reinstall every year or so you will have spent far less money overall and you'll always 'near' the top.
I usually take my old components and upgrade my moms, grandmothers, or friends computers for nothing (or a bargain). Everyone around me wins by my need for performance, combined with my reluctance to spend money to have the bragging rights of having the 'latest and greatest'.

Well, Windows 7 comes out in less than a week, and looking at the dell website I'm confused.

Which is better, the i7 920, or the new i7 870?

The 8xx series consumes less power than the 9xx series. The 870 is newer also, and the 870 comes in at 2.93GHz vs 2.66GHz but also at a higher price point.
