How do you get that effect? It looks like light is 'radiating' from objects in the photo?

Ahh PP with LR. In the picture it was actually quite bright outside. Add to the gray that took over the shadow, backdrop and chair. In LR I first increased the Fill Light which made the light from outside spilled over my dark edges. Then..I turned up Clarity a lot (90) and turned way down my Vibrance (-70) which created the mood of the pic. However turning up Clarity made the edges pop because of the spill.. so it wasn't my camera it was all LR :p

Yup - it was a boy risking his neck to paint a roof with improper safety equipment.....and this was his Christmas day!!
